It looks like he took the car as a layer, softened the heck out of the photo, then pasted the car back in.

I'd have to second that... looks like some layering was involved... produced a nice result 👍

Glad you like my old stuff
I duplicated the original layer
and then g. blur the upper layer and set 50% opacity for it
added a layer mask to it and brushed black over the civic
add brightness and contrast adjustment layer
done
