Lowering the suspension & maxing out the downforce helps a lot. If Bob has a few races under his belt, try those settings and keep hitting 'Pace Up'. He'll get in front and everyone else will smash into the rear bumper when he brakes.

He's at level 23, I have the suspension as low as possible and maxed out the downforce but he won't overtake. I'll get up a couple more levels and try again.
He will win with the vette without doing anything more often than not. I have already had him out there several times in it and he has not lost yet though the Ford GT race car is usually right on his bumper more often than not.
Make sure your vette is getting full power. Should be 905hp if it is less then change your oil, check and make sure you have all the parts installed.
Make sure you are using the best tires you are allowed to use. In this case Hard Race tires.
He can win on his own but if you watch him and when he starts to pull away keep his meter up to the middle or a bit above he will pull away and the race will not be close. If left on his own he will slow down as it gets ahead and sometimes the Ford GT will overtake him at some point and could possibly beat him.
Check over in the tuning forum for some nice setups for the ZR1 RM. Once its fully upgraded and tuned you should have little problems. My highest b-spec dude is 17 and he destroyed the series with a slight adjustment to the transmission between races.
yeah i just won the event on a new fresh bob,
1st race, 6th. then up level to level 8.
then 2nd time race, won with a 3 second gap...hooray....
finally won this, i use viper and down-force to the max and brake 4 front 6 behind
