I'm wondering, when can you become an administrator or a moderator? Is it an option that comes up when you reach a certain number of posts or something else?

No, you have to be asked.

Do not ask to become a moderator.

The site owner reviews the actions of each and every member all of the time. Where it is identified that there is a gap in the moderating staff, discussions will be had, and somebody will be invited.

The percentage chance of somebody being invited to be a moderator is very small.
