How do you find seagulls to snipe?

supposedly they are at the lighthouse, but I can't find any. Also, how many tires have ya'll popped?

Near water is always good-- I got most of my seagulls at the mansion (south side).

Look at the recordbook-- Acidman has around 9,000--but of course, He's Acidman
