Erm, yes it does.
For one thing, Illinois makes its license plates in a state prison in the southern part of the state. The "2" die used to make the numeral 2 is distinctly different than any other state's. California's is the same, and you've got a California "2."
For another thing, the spacing is wrong. Unless your mother is a Medal of Honour winner, the numbers should be farther above the bolt-holes. In California, though, that spacing would be consistent.
