It's the other way around - PD have to pay a licensing fee to any company that they wish to use in-game, be it for cars, parts or track-side billboards.

You'll only see a company pay PD (or Sony) for advertising space in game in the way Microsoft and Sony are currently considering - on loading screens, menu screens, home screens or maybe on special in-game signs, but this is all currently in consideration and not currently being used.
