If you heard it mentioned in the "Drag Racing Forum", you could have asked someone there? I'm guessing it's specific for that aspect of online play, it's not something I've ever heard of in regular race rooms.
You yourself can make a fixed host room which makes everyone beside you pick up off of your upload. It will however make you see the ghost before anyone else so it would be dirty on your part if you were participating. There is so many variables in lag nothing can truly be done about it.
