In any relevant forum. What is the topic you are looking to create a new thread on?

You go to the relevant forum for the topic you want to create and click "Post Thread"

You can also do this from the top of the forum in a box marked "Create New Thread" with your avatar next to it:

You will have done one of these two things to create this thread in this forum. Do that again, but in the relevant forum for your topic.
