It's actually a pretty cool idea a nicely edited photo with some info and numberplates and removing the GT logo would look pretty cool.

Here's what I did in GIMP:
Filters>Noise>HSV Noise, a lot
Image>Adjustments>Desaturate
Image>Adjustments>Color Balance>Major green
Filters>Distort>Video,Striped
Filters>Blur>Pixelize, 2px size
Filters>Blur>Gaussian Blur 2px size
Image>Adjustments>Curves, make it so the image is a lot brighter.
Done.
