That's the least relevant part of the connection during lobby racing. More relevant is everyone else's connection, and where they are.
The most you can do is make sure you have the best connection you can - wired, static IP, DMZ, low latency fibre, ISP that doesn't throttle P2P - but if you're racing in a lobby against people connecting through a potato, 11,000 miles away, you'll always be on a hiding to nothing.
