I've had the same issue getting from 1.13 to 1.14
the patch would download (Black screen with two green % bars)
but when in GT6 and you had the Blue bar bit it would install it but then the yellow HD light would stop flickering and the blue bar would stop moving along and the "Time left" guess would freeze.
Post more about what your issue is.

Sunday - 30th November
After so very many attempts to get 1.14 to install, it still won't complete.
I've done just about everything short of sacrificing my kid sister (But if that is what Kaz wants... would save on presents next month...)
step by step as the video in the above link suggests - everything going well right up until the very end of the final bit of the v1.14 install bit - then the hard drive light flickered off and the time bar froze... "Approx. 2 minutes left"
I thought the 24 hours of Nurburgring in the wet in a normal Gillet Vertigo was tough in GT5... but the I've lost count how many real life hours I've had my poor PS3 trying to install the last update.
On the plus side I did get a go to re do F1 2013 - only to remember how woeful the physics felt.
But even deleting this from the Hard Drive didn't help.
