Is there a way to keep a header on all pages?

Is there a way to keep a header on all pages, like how a poll shows at the top of each page of the thread? It would be handy for rules or instructions for competition or personal photo pages.

You guys deleted my 'test' thread quick! 👍 I was editing it to this question and it was gone before I got it changed!

I don't think there is. Unless I've been missing it for the whole 1 year I've been here.
Couldn't you just use the first post of the thread for that and just edit the first post if you want to edit anything?
