Yea, thats pretty damn sweet. I like GTA3 more on computer than PS2. I didnt know u could blow peoples heads off until I did it tonight.

Actually its not a cheat
Its a mod, that i found, what it does is it raises the water level of only portland (so far)
All the items are raised about 30 feet up in the game. so when you are wasted, you spawn on the awning of the hopstial instead of underneath it.
If you stand at the shore long enough, all the people that are walking along, under the water (cause the pedpath wasnt modded) will eventually drown. cars will drive out of the water, but car that drive in will float. cant remember if they explode or not
heres a rough map of what the new shoreline looks like

they probably don't explode - when you push a car into the water it just floats unless its on its roof. i bet there are some cool risky jumps now.
