I find that some people actually use this program so I'll set up a tutorial for the not-so-advanced users.

Change Colour
Select the freehand tool. Change it from freehand to point-to-point. Now you should be able to neatly go around the outside of your car. Now to deselect your headlights, grill, etc; hold Ctrl and simply go around them to with the selection tool. Once that is done, simply get out the paint bucket and choose a colour. Change the blending mode from Normal to any of the others. Play around with them to see which gives the best result. Once you have slashed some paint on, you are done!

Tinting Windows
Select your windows, you can do them one by one or select all the windows by holding Shift and selecting them all simultaneously. Once your windows are selected, get the paint bucket out. Choose a colour; preferably a black, grey, blue or purple. You don't have to choose these, you can have red window tint if you want. Once you've chosen your colour, lower the opacity down to about 40% and splash the paint on. Voila! Tinted windows.

Lowering your Ride
Alright, this might be a bit hard to explain. Start your selection from the side of the picture in line with your back wheelarch. Now go around the back wheelarch, across the bottom, around the front wheelarch and when you reach the front of the car, take your selection over to the other side of the picture, then right up to the top corner, across to the other corner and then end your selection back where you started. Now you can either get your move tool out or just hold Shift and press the arrow buttons to move the car down. You'll see a repitition of colours forming at the top. Simply get the rectangular selection tool, select all of the picture excluding the colour strip up the top. Then go Shift+R and there you have it! Your ride has been lowered.

Headlights
Believe it or not, you can actually do a form of lens flare in PSP7. Go to Effects > Illumination Effects > Sunburst. Move the cursor over the one of the headlights and hit apply (or whatever). Muck around with the settings to achieve more realistic effects. Repeat the process for the other headlight. Alrighty, we are done. It's as simple as that.
 
There's another way to change colors:
Stop at the end of the selecting part, and then go to Colors>Adjust>Hue/Saturation/Lightness.

Play around with the settings until you get the color you want.

That doesn't really change the colour though, it's supposed to remove some of the existing colour to make it easier to achieve the colour you want with the paint bucket.

I don't do that much though, no real need for it.
