Is it possible to change the base color on a purchased or gifted car that has a livery, like in GT6?

Nope, it's not possible. Once you go into the livery editor the livery is not there, you're just left with a 'base' car without any stickers on it. Only option would be to recreate the whole livery or just buy it in a different color from brand central.
