Lack Of Night Tracks?

Why is it that i'm seeing tracks like Tsukuba and Laguna Seca being raced at night in the replay videos that play when you leave your controller idle, yet you can't set the tracks to nighttime in game? there's only a small handful of tracks which allow for time change, so if it was obviously implemented into the game why is time change locked for these courses? makes no sense.

I didn't notice those tracks in a night environment (I'll check the replays, thanks for noticing!), but I know from personal experience that The Top Gear Test Track in licence test IC-1 is in wet conditions at a different time of the day than usual.
Also several pre-made course maker tracks used in Special Events or car demos have time changes not available with the proper Course Maker.
