"Legacy USB" appears to not work on my old Compaq

I have an old Compaq that I use as a secondary computer for web use and instant messaging if I'm using this one for games or doing things where I may be rebooting often or something. Anyways, I bought the new Apple keyboard for it and it works fine when Windows is loaded. However, it refuses to function in BIOS or the GRUB menu. Legacy USB is enabled in BIOS and I even bought a USB 2.0 PCI card to see if that would force it to do something. I didn't install the driver for that yet, but that would not affect it before Windows anyway. I'm thinking that it may use some slightly different USB specification or something, because it doesn't work before Windows with a USB to PS/2 converter, either.

Does anybody else have advice on this? Its a Compaq Presario 5000 series...from 2000. So the onboard USB is only 1.1.
