I don't know where to find that
but for cars above 750 PP there's none that will cost you below 1mil in used car garage
 
Corvette ZR1 RM probably, if it can be used. If not then maybe an SLR McLaren at 664, or Viper ACR at 662, with all other vipers being 650+. Ford GT is 658.

Honestly though it's real easy, you could do it in something a lot lower in PP.

exactly, you can win that seasonal with a Mini Cooper S´02 or a Seat Ibiza. ;)

fastest under 1 Million is the Corvette RM or the SLR!👍

Yep, the ZZ II, if you can find it in the UCD (it's not terribly common) is the best bang for the buck. I would put the GT-R (any spec, really) 2nd.
 
There are plenty of 700pp cars to be won in A-spec events if you are on a budget.
Alternatively, if you have something higher than 700pp, you could use the power limiter to down tune it.
Or fully tune a Ford Focus ST and prepare for a close, but extremely fun race.:)
 
When this Seasonal first came out I spent a lot of time running it in a BMW M3 CSL tuned to 520pp on racing soft. It's not the cheapest, but it's a good drive and a lot of fun. I imagine you could do the same in a suitably tuned M3 coupe from the New Car Dealership.
 
If your not grinding the races for credits there are a lot of cars that you can win these races with in the 500-550PP range. Depending on the track and what car is on pole you can even win some of the races with a car under 500PP.

What if I told you all that I can take a GT car and make it capable of 3:27 lap times at La Sarthe with about 1 million dollars? Because I do.... And that time is without any draft by the way.
 
I'm suprised noone has mentioned Ferrari's yet...458 Italia is 290k(IIRC) and with the right tuning is a great car for under the 1m bracket.Fully tuned I think its 730pp but you can detune it slightly.:)
 
Used a Ferrari F430 Scuderia, which isn't very expensive at all. I've fully uprgraded it, but for the seasonal I took off all of the power parts you can take off. Was 580something pp at first, after I gave it new oil went up to 590ish. Sports soft tires, as it feels like cheating using better tires than the bots do, unless I'm just plain grinding.

Fun but quite winnable, although I'm not sure if I ever managed to beat an F1 or R390 starting at the front. The Nardo and C12S 7.3 are the fastest I'm sure I caught.

i think it might be around 630pp.

The ZR 1 race modded would likely be the best option for under a mil but as other people have said if you got one over 700pp just detune it. The gtr spec v, mclaren mp4 and pretty much any super gt car would work as well. If you get lucky in the UCD you can get zonda's for a little under a mil and the NSX prototype road car aswell. My choice would be the xanavi nismo Z or the xanvi nissan GTR
