For it's price, yes, it's good. It's a bit loud, but not too loud .

Well that is used one but its almost new.

Same here: bought it for 50 euro, brand new (only a damaged box). Good wheel, makes less noise than my previous Logitech MOMO racing force. I like the 900 degrees rotation of the DFGT very much. No clutch, but I added one myself: bought a second hand Medion wheel (15 euro), removed the brake pedal, put the circuit board of the wheel in the pedal box, threw the wheel in the trash. Job done. The Medion wheel even has a separate e-brake (handbrake), great for rally racing :-)
