haha it would be kinda pointless ^^^. There's nothing going on at TGTT. A city track would be more lively.

I think that it's Top Gear or the Red Bull Hangar (with day/night transition). The lights on the track are the same than the 1:46 in this video:

Pretty sure you made the same mistake as me. I checked 2:29 (Hangar).

He said 2:49 which is Rome and the cars have their headlights on.
