Need to hold either L2 or R2 and then move up and down. Once you get moved to another car then you don’t have to hold that anymore. Just press up and down.

There we go. That did the trick. I had gotten this to work in the past through a random sequence of button presses that I was unable to duplicate, and I knew it had to be simple, because I am and I got it to work once. I shall be reviewing game tapes in preparation for tonight.
