Why don't you lock it at 28 just now but advertise for reserves. That way if more people really want to sign up they can. If you get enough reserves to get your nice even number you can make them full participants.

The Series is still open for Sign ups. I would love to get 3 Rooms of 14 Drivers!
 
It should be capped at 32 drivers then reserves. If we get close to 39 drivers including reserves then it should move to 3 rooms.

I'm not saying we need more drivers. I'm saying if we get more than 32 then the extra drivers should be reserve drivers unless we reach 39 overall then we can have 3 almost full rooms.
