Stealth Cars: They are available for EU users by buying the Signature Edition. While we get these, NTSC users receive the Chrome Lines (and i think the GameStop Nascar and the Camaro SS Edge Special?) If you are a NTSC user and you want NTSC Stealth codes, you got to do some searching first....

It's like you buy the game thy say enter this special gift code and it gave you some cars. As far as I no you can buy them off people on eBay but I also heard some codes are area restricted meaning you need a ps3 from that place for them to work
