Today i realised that my VW Nardo Concept could now get premium wheels, which it couldn't get before? Are there more cars like this getting the premium wheel upgrade?:D

Not all cars have changeable wheels, FYI.

Also, they're not premium wheels, if you look closely at the insides of each tyre & wheel, you'll see no detail.

I flipped a car over and took a picture and the wheel inside looked horribly blank :(...

More PD laziness?

Actually the wheels are fully modeled, when the cars are on the road if you flip them PD didn't have the inside or under carriage part of the car draw in the wheels. From the outside you can see all the way through to the brake disc and calipers but from the other side you see a blank wall, makes no sense does it.

To OP, yes I recently noticed that more cars can change wheels, namely the street cars that come on race center locking hubs, like the S7 and Speed 12. Note that some cars still cannot change wheels, like the Veyron for example.

The Formula GT looks silly because you can clearly see the inside of the wheel is just a solid rubber texture, they made no attempt to model the inside or actually connect it to the suspension/steering arms.

Correct, as was mentioned in the list of the thread I pointed to, the wheels of several cars could finally be changed following the 2.04 update, which also included the Mazda Furai, which looks amazing with the new rims. Have a look at the list, I've also listed all the race cars you can change the rims of too.
