No. Romain Grosjean might have dual nationality, but he has only competed in Formula 1 under a French racing licence. I am thinking of a driver who started at least one race with licences issued by different countries. In order for Grojean to qualify, he would have to start one race with a French licence, and one race with a Swiss licence - which he has not done.I'm going to guess Grosjean too, he is the only driver I know with dual nationality.
