What will there multiplayer be like and how will it be structured. Will it be more iRacing where your rating puts you among drivers of similar level or will it be a free for all?

Will there be official championships and events or will it be mainly quick single races?

There will be community organized racing as there is with any sim of course. Anyone is free to organize any kind of casual racing, weekly race nights, championship series etc. The rest of it I can't tell you about, perhaps a WMD member has more info but I don't think all of what you're asking about is finalized as of yet.
