I too would recommend a keyboard. Be very careful about what kind you buy: look for one of the USB keyboards where the mouse plugs into the keyboard itself (in the Mac stylee). This is because you probably only have one USB port on the system, and one PS/2 (keyboard/mouse) port. It's probably not required - I do a lot of typing on the laptop keyboard with an external mouse plugged in.
Because of the 1 USB port issue, you may want to think about getting a USB hub, so that you can plug in other devices, such as a digital camera. If you do this, make sure that the USB hub has its own power source.
Use Win2k as the operating system: you'll appreciate its stability over the others (I'm assuming you don't want to have to do any retyping after an OS crash!

).
Buy a digital camera - a 2 megapixel one with an optical zoom lens. You'll really appreciate having a camera during your student times, and you'll also appreciate the zero media cost, as you can continue to take pictures even when you're flat broke! (and you could buy a colour printer and sell the pics to your mates!!!) The HP deskjet printers are really good, as long as you get one of the 900 series ones. The 800 series are a little
too cheap to last you through your schooling.
Ignore what Sertsa said about buying a Zip drive - he probably didn't notice you saying you had cd-rw!
Don't worry too much about a surge suppressor, because your laptop's power supply will be highly voltage-tolerant, and will absorb most any voltage spikes you get.
As for speakers, I would recommend anything by Altec Lansing, as they make great stuff, but I wouldn't suggest you try to use the laptop as a sole hi-fi system. Trust me, when you get a lay-dee back to your room, and need to put on a little mood music, it WILL NOT look cool to sit around waiting for the laptop to fire up!!
