I've tried the 2 billion thing. You can't stop after you go over 2000 kph. Even with the brakes on.
So were you able to record a replay of your wheelie trick? My actual top speed is around 450kph on the test track. Can't remember what in, but it was around there.
Using the wheelie trick, i've done around 1300 something kph.I was so proud of that

My most powerful hybrid is 600bhp 4WD Yaris RS. A lovely car to drive.

It's just a normal GT-ONE Race Car with stage 4 turbo and wheelie setting which I can't remember now.
Nothing fancy in the ini-file.
I haven't tried to make any hybrids for top speed...
And with that Yaris I'm mostly using Corolla WRC parts.
