need for speed vita (problem)

Is it normal for most wanted to take forever to load on the vita? almost 15 minutes loading and it doesn't get pass the loading screen? It loaded just fine the first time

Have you tried reinstalling the game? Back up your save first (through PS Plus, or saving it to your computer) and deleting the game data.
