Neon Lights Underglow Tutorial?

Anyone have one? I wanna see if theres a better way than what I'm trying lol

Not the easiest of things to do, and most tutorials i've seen are pretty crap. One entry at photoshopchop.com had a really cool neon effect a while back. The guy used a fat line to represent the glow and blurred it. Looks better than just having colour under the car. It's hard to explain, i'll see i i can find the picture.
