No a borrowable car is set to online status and cant be used until you take it off online. The borrowee can still use it, but it dissapears if you switch cars and can't be used online. The loophole is add to favorites, then you can use the car offline in arcade mode or in practice.

Yes, the account you lend from will still be able to use it once you take it offline. All you have to do is put it online on account 1, do the glitch from account 2, and then take the car back offline on account 1. Now you've got both cars in both accounts to use.
