Hi, First of all Welcome to GTPlanet!
As far as I am aware they only add new cars via DLC and they are all premium! They probably could implement cars into the UCD but they wouldn't since they want to make money!

UCD updates every time a day passes in game. Ex: you do a race and go back to the ucd 6 or 8 cars are added and the 6 or 8 at the bottom of the list are removed.

Thats a shame. Iv seen the overall complete list of cars on here. Wud be so awsome if they added cars secretly making the list endless. But as u say they're priority is money.

Yeah i figured ocd is twice a month and ucd is after every race but only a few cars at a time. Im So obsessed with this game lol. Is this normal. It makes cod so borin

If you are talking about refreshing the UCD, then it is refreshed every time you take part in a race. If you are talking to adding more cars to the UCD collection, then I don't think that is going to happen because people want more Premium type cars, not standard. That's why all the DLC cars added to the game so far are premium so PD can make more sales.

Well my guess is that Grand Touring cars are a step up from Touring cars.
