I have heard of a new drag pack that will be coming out with a drag strip with a tree and everything... I also heard that they will put drag car hoods, wheelie bars. And drag slicks in the game..... Is this true?

No, it's likely just a rumour. Like the many other 'Racer/Muscle/Tuner/Historic and, of course, Drag Packs' that we are getting.

No-one outside of PD etc. knows what the DLC will be.

Yes, this will now be the NHRA version of GT5. It'll never happen. Drag slicks would be nice but I highly doubt it will happen in this game. Maybe GT6.

Maybe in GT6 P.D will create a drag course with high levels of grip and thats it.
That can happen but drag slicks,wheelie bars and drag hoods never will be in.
