Yeah, but think about it. It would be just as easy, and cost a lot less, for illegal street racer's to stop racing illegally, than it would be for a town to build a track that isn't guaranteed to put an end to street racing.
 
But... if a government has a responsibility to serve its people and this is what the people want/need.

And while it might not be a guaranteed end to the problem, it should go a long way to curing it.

organized events would take a steep incline when there's a strip in their county. hell, there isnt even a drag strip or public circuit in connecticut so street racing very, VERY common over here.

the state would be saving a handful of life's for a strip that would pay for its self over time.
