I mean, anything's possible, but it's not exactly connected.

Tochigi is simply the prefecture that's hosting the NSFJ this year. Mie hosted it last year (although the event didn't go ahead, there were still GT Sport qualifiers), Kagoshima the year before that (and again, no event but still GT Sport qualifiers), and Ibaraki before that.

If you tried to open it, there were to time slots to be selected. So you couldn't do it even it you wanted to.

At least that was the experience for me

It was the same for me. I knew I couldn't enter the competition but I at least wanted to try to set a time....
