Just came across this...
Paul Allen's little toy: the 127m (416ft) Octopus, built in 2003. (that's almost half the lenght of the Titanic)
Other toys included are a theater, pool / hot tubs, 2 landing pads for the helicopters, one of them also serves as a basketball court, and many more... only costs about $20M yearly to run, too. I know Larry Ellison got one a few ft longer (in fact he changed the plans while building it so it would be longer than this one), but it's nowhere as massive or cool:

Octopus cost Allen over US$200 million and has Permanent crew of 60, including several former Navy Seals. It has two helicopters, seven boats, a 10 man submarine and a remote controlled vehicle for crawling on the Ocean floor. The submarine has the capacity to sleep eight for up to two weeks underwater.
