Online lobby screen question

Supposed to indicate if there is currently anyone racing in the event. The more little figures you see in the icon the more popular the event. I have only found it to be about 50% reliable though as I can often enter an event with no icon and then match up for a race straight away.
 
If you go to the manual an the game it tells you. Basically, there is the symbol and it can either have zero or up to four squares inside of it. It is used as an indicator of how many racers are participating in that specific event. Zero or one squares and there may only be two or three racers in that track event, all the way up to a full grid(or close) with four squares. Make sense? Since it is a vague approximation I wouldn't dwell on it for too long, just pick a race and there will be people most of the time. Or there have been in my experience anyway.

The rainbow icon seems to represent the amount of drivers wanting to match.

When we tested last night, I left a group who were currently racing, but when I started to player match (that process failed to match with anyone), there was no rainbow icon, so it definitely does not represent anyone who is currently racing.
