I'm sure that someone in Sony is keeping track of all the community sites. Most game companies now have the equivalent of community managers. Their primary responsibility is to keep an eye on their own forums, but particularly in this case, CMs I know spend a lot of their time figuring out what the general community is saying about the product. It's probably some poor Sony marketing intern, though, rather than anyone who actually has control over the PD development cycle, as many dev teams I know are reluctant to give up much creative control. Considering that they sit around and think/code the games we talk about, they also usually already have had most of the ideas that get mentioned. However, community sites like this probably offer them some good thoughts about what to prioritize.
Even if it's providing little impact on the actual development of GT, I wouldn't be surprised if a number of people from the dev team (english speaking ones, of course) lurked around the forum fairly often. They probably read all the stuff here, have a good laugh, and then flog a new Skyline on laps aroung the Ring.
