Personally, I think signatures are a bit hoaky. I'm not really sure why I made my own. Most people make some gaudy signature with huge text and ugly colors. It's quite a turn-off for new members who don't really give a rip about what's in the signatures, and are only looking for information about GT3. I've gotten used to scanning through all my configuration options for ways to turn that sort of thing off, but most people don't even think to look.

By including config options, you're saying to your audience "This is what I think looks good, you may disagree". And it's all to do with setup as well - I would wager that some have difficulty reading the text at its standard size here, so an option to configure the text size would be welcome for them.
For the webmaster it's about welcoming in as many different people as possible, and making the site as accessible as possible.
