Could be, but I think it's more likely they were playing the video from a different source that was having some issues. If the game wasn't optimised yet they wouldn't try a real stage demo of it, and it's very common for the people on stage to not actually be controlling anything.
 
Watchdogs was pretty intense, this will become an expensive year :|

Alone for PS3 there is a lot of games to buy...
