Maybe I'm just not seeing things, but it seems to enter events depends on driver level. I've done the first two licenses, but haven't seen any events that call for a license. Am I missing it here?

There are many points. The tests help to:

1. Accustom you to new physics.
2. Increase A-Spec Experience to drive higher tier cars in higher tier race series.
3. Give you prize cars to sell or use at your discretion.
4. Lets (forces) you test-drive a variety of Premium cars.
5. Lets (forces) you to test-drive sections and full laps of new courses.
6. Lets you purchase a new DS3 controller or wheel, because you threw it through your television.
7. You'll need to buy a new television.

...and the list goes on. Hope that helps.

👍

License Test's are a Challenge, I like a challenge, don't you ?
Always been a must do thing in GT :D

You increase your level through the license tests, that unlocks other features in Gran Turismo.
So it is a way to go through the game, I bet there are other ways too.

I started them last night but may just do them as I reach the same level in my race career. Sort of pretend that I need the license for the next level I achieve.
