Great idea! However, maybe there should be a regulation setting so you could allow people to only drop it to 88.8%, or 66.6%(Your custom liking). I say this because I race in a league where we have 3 different Nascar classes(Regulated by power limiter). 2 of them go under 85%.
I love the idea though! I cannot stand when you can 4 times(Somewhat exaggerated) the amount of torque than horse power.

Actually tuning a car way down with the power limiter will tend to make it very uncompetitive in the PP system. The PP system tends to use area under the HP curve for PP calculation so a car tends to gain an advantage in the PP system if it has an upward sloping torque curve. The power limiter gives a downward sloping torque curve for the area where the HP is flattened.

great idea mg supercars being in low pp races is one of my biggest pet hates, gt5 online was almost ruined by the idiots who would strip off half the power of a gtr, 458 or m3 in order to win a race

Power limiter should work like a rev limiter, or throttle restriction. not some crazy HP limiter producing maximum power all through the rev range.

Yes downgrade usually is not an advantage for me, expecially if under 80% of the power.
