I can't see the pictures but it sounds like the wheel isn't calibrated correctly. Does the wheel calibrate when you start the game?

Since it seems to be an issue with the wheel, rather than the game.

Elaborate on "calibration". When I start up the game with the wheel plugged into the console, it just stays still and both green lights turn on. I also have a Logitech AC adapter plugged into the wheel, which is supposed to improve/strengthen force feedback. It does nothing.

Calibration means that the game and the wheel have the same definition of what center is. Usually it's being done by rotating the wheel fully to the left and then fully to the right, so the game gets values for what is fully left and fully right, and then it calculates center as the value that is right in the middle of that.
