Brake balance to the front more
Tightening up the diff. Lower the coast ramp first, if you can. The preload will help too but in a trade for overall agility.
Loosen rear ARB some.
Some of the guys in here have good controller settings and don't find much issue from what I read, maybe they will help.
 
I've started playing it again today but left everything on defaults (apart from changing the FOV further with a keyboard.) I think it's playable, just need to anticipate the turbo boost with some cars.
 
How to make setups less snap oversteery on braking? Every single car snaps violently for me and i find the game to be unplayable on controller because of that
Watch YouTube videos for how best to set up your controller. Not sure your experience of sim racing. Sim racing requires more technic in braking compared to GT or Forza series. You can also adjust in game brake force, brake balance etc. to more suit your driving style. I have found controller playable on the few times that have used it. Except using a sim wheel is absolute the best.
 
Project cars don't like it when you release the brakes to quickly after hard braking, you need to trail brake/release the brakes slowly, obviously easier with your foot than your fingers but once you get used to it it's easy.

Other than that I'd suggest doing an extreme understeer setup & work backwards until your happy.

Try pushing the brake bias further forward. You might also try applying a curve to the brake input so that you get less initial breaking and the heavy breaking doesn’t kick in until much further on the travel of the button you are using.

You might also experiment somewhat with speed dependent steering. I haven’t played with a game pad for a very long time, but I remember the traditional “yank the stick over and stomp on the brakes“ system so many other racing games had on the game pad. You have to be an awful lot more gentle with your inputs with this game.
 
You might also fiddle with the "engine braking" value, along with brake balance this is the setting that I always go to when trying to balance the corner entry oversteer/understeer behaviour.
