All races, Starting @ the back of a 15 car pack everytime would be ridiculas, in GT1 it was very handy and gave you a BONUS for coming 1st in qualitfying, So why not?
Offline, it probably won't matter much, knowing how PD set up human vs. AI races. ie. "can you push past 15 cars in one lap?"

as to rolling/standing start option- it should be according to the type of race/track and it should sometime be up to the person setting up the race (for online races). In real life racing, almost all endurance/gt races use rolling start. The only few exceptions are f1/gp2/gp3 and best motoring's super battle.
