Question about driver levelling

Hey everyone,
If an event recommends that 2 racers take place and one of the drivers drives more that the other, is the exp given equally?

Exp is devided buy the number of laps driven.
If one driver does 10 laps and the other drives 20 laps
the 20 lap driver gets 2/3 of the XP for the 30lap race.
