If the tune reads 22.5 means 22.50, if tune reads 22.05 it will say 22.05, we usually put 22.5 if the last digit is a zero.

Yes, what Stewyripper said. Decimal values are always shortened from the end, never from the beginning.
So 1.5 can be 1.50, 1.500 or even 1.5000
But 1.5 can never be 1.05, 1.005, or 1.0005.

You can see the same when you look at some gearbox configurations (for instance at automobile-catalog.com): Sometimes they use two decimals, sometimes they use three decimals. 1.20 is the same as 1.200.

Gear ratios are a bit of an exception though, because they actually describe a ratio between two gears (number of teeth). So if you have a value of, say, 1.67, in three decimals the correct value would be 1.667, because 1.67 describes a ratio of 1 2/3 (for instance, 30:18), and 1.667 is a more precise representation of that ratio than 1.670.
