Wish people would stop posting this, it's from the TV show The Red Green Show. He made the Civic be able to hold a boat under it to float, and the large tires were the paddles. (It's a comedy show and the projects he does are for the most part good ideas with ridiculous results.)

As for that Saturn Astra with the truck wheels, I'm guessing they're the chrome covers that go over the stock wheel, and I believe just snap on like normal wheel covers.

Reminds me of the one episode where he strapped a fire extinguisher to the back of a van so every time you floored it it would shoot out by the back tires making it look like you did a burnout
