Nope Vehicles have a bumper height range, something like it must be between 14 and 28 inches off the grounds at least in my state, all that besides the fact that its stupid and a safety hazard.

I don't know if it's the fact that three much worse cars preceded this one but this one doesn't look too awful. Still looks awful but less in a 'dear god kill it with fire' kind of way.

Was a Rover 200 Coupé. ;)

And it's not even a base model either. It's full-bore, range-topping 220 Turbo. Such a waste.
