Raised Bank Item Question

Tried searching and can't find what it does. It's one of the items to add to the track (along with trees, grandstand, grasses, woods, etc.).
Anybody know what it does to the track.

Is it the Eifel decoration item you're talking about? It creates a small hill with trees.
